With a catapult launch, it seems like the throttle should be going to 100% but it only goes to 70%. what is limiting it and is there an easy way to change it? ________________________________________

You could try a bungee cable too.  Google "slingshot UAV", there's some people doing this for launching bigger planes.  Hand launching seems a lot less risky though since you have better control.
