I should have mentioned that I really wanted to already finish this,
but have not got around yet.

I don't really think this is a good idea.  We want to have the
defaults cater for a site-wide installation, regardless of whether the
operating system distributor has already installed some outdated
AUCTeX version.  And that means installing AUCTeX in a site-wide Lisp
directory, _before_ the already installed AUCTeX instead of over it.

Basically that is what I wanted to do.  A list of preferred places,
after all, is just a special case of a simple, well-chosen rule.
