There is already `outline-promote'/`outline-demote' in outline.el and
`<'/`>' in RefTeX which handle this quite nicely.

Hm, I would have expected `LaTeX-mark-section' to already do this.
Obviously it doesn't.  Does anybody see a problem in extending
`LaTeX-mark-section' like this?
