I looked up how start.exe is supposed to be called and if you provide
a parameter in quotation marks it is interpreted as the title for the
Window prompt to be opened.  So it is actually not (just) the fault of
cmd.exe but of the program finally interpreting the file name getting
passed to it.  That means as a workaround you could try to use the
program executable instead of `start' in the commands making trouble.
For some programs this might work, for others not.
