If I run

latex "\input" "report.tex"

in a command window obtained from Start->Run->cmd, everything works fine, but if I run it in a shell from emacs generated via M-x shell (which prints Microsoft Windows XP [Version 5.1.2600] (C) Copyright 1985-2001 Microsoft Corp. on startup), I get the same error as with auctex in emacs. Do I have to tell auctex/preview-latex/miktex to do something special with the paths when called from emacs?

P.S., both the successful and unsuccessful invocations of latex claim to "This is pdfeTeX, Version 3.141592-1.30.6-2.2 (MikTeX 2.5)"

What happens if you call

latex "\input" "report.tex"

on the command line?
