Nothing, when "View" was called, it was initially

start "" lic.pdf

Nothing happened as the reader was not launched. So I customised the
variable and set it, so that View gave

acrord32 lic.pdf

Nothing happened again.

$ echo $PATH (from the cygwin prompt)

/cygdrive/c/MiKTeX2.7/miktex/bin:/usr/local/bin:/usr/bin:/bin:/usr/X11R6/bin:/cygdrive/c/MiKTeX2.7/miktex/bin:/cygdrive/c/Program
Files/ThinkPad/Utilities:/cygdrive/c/WINDOWS/system32:/cygdrive/c/WINDOWS:/cygdrive/c/WINDOWS/System32/Wbem:/cygdrive/c/Program
Files/IBM/Infoprint Select:/cygdrive/c/Notes:/cygdrive/c/Program
Files/XLView:/cygdrive/c/lotus/compnent:/cygdrive/c/Utilities:/cygdrive/c/Program
Files/IBM/Personal Communications/:/cygdrive/c/Program Files/IBM/Trace
Facility/:/cygdrive/c/WINDOWS/Downloaded Program
Files:/cygdrive/c/IBMTOOLS/Python22:/cygdrive/c/PROGRA~1/ATT/Graphviz/bin:/cygdrive/c/Program
Files/QuickTime/QTSystem/:/cygdrive/c/Program
Files/ThinkPad/ConnectUtilities:/usr/bin

the reader is not there in the path. But If I do
Start-->Run-->acrord32 from the Windows Start Menu, it launches the
reader even no path info is present.

Yes, that didn't work as the reader was not launched.
