I found out what was blocking the dvips icon:

In Tex-bar-LaTeX-button-alist the symbol was "file", in Tex-Bar-LateX-
button the entry was "dvips". When I changed that to "file" and restarted 
emacs the dvips-icon appeared in the Toolbar.
