In my case it works with both `setq' and `setq-default'. It could be
that there is something in the file you are editing which prompts AUCTeX
to switch off TeX PDF mode, like the use of PSTricks. Or there could be
a bug in your init file which prevents the setting of TeX PDF mode from
being executed.
