Hello Jeanne.

You say that the file location is ftp:/home/upload/incoming/other ; but on
what machine?  I have ordinary non-admin accounts on Savannah and fencepost,
but I found nothing.  I don't think this is a mistake, since task #12851 uses
the same notation; so this must be some abbreviation I just don't know.
