[Audio-video] Another video with low sound (RT #958620)

Hello,

someone sent a report to webmasters [0] complaining about the low sound of
the following video:

I wanted to fix it but Audacity does not support the WebM format.

Does anyone here have access to other software that can be used to fix this
sound issue?
