Agreed.  To my mind, configure.ac's should look something like:
  http://github.com/zmanda/amanda/raw/master/configure.in
which reads mostly as a list of things to check.  Each of the
AMANDA_FOO macros then AC_REQUIREs what it needs, so the order of
things in configure.in is largely irrelevant.
