Details:

Since I got a bug of a broken libevent check in Gentoo (
https://bugs.gentoo.org/show_bug.cgi?id=342859 ) and I was asked to look into
writing a macro to check for libevent, I decided to make it generic enough
(for another project of mine I could use it for libev instead).
