The (commented-out) stanza

@DX_DOCDIR@/@address@hidden: $(DX_CONFIG) $(pkginclude_HEADERS)
        rm -rf @DX_DOCDIR@
        $(DX_ENV) $(DX_DOXYGEN) $(srcdir)/$(DX_CONFIG)

in ax_prog_doxygen.m4 should have an extra final line,

        echo Timestamp > $@

Without this, doxygen is run repeatedly, once for each target that depends on
@DX_DOCDIR@/@address@hidden, of which there can in general be many: once for
each man page, once for the PDF docs, once for the HTML docs, etc.  Doxygen is
also run, unnecessarily, at "make install" time, which is inappropriate.
