Nope, the output of the compiler follows conventions of the host
machine, so it's a characteristic of the host.

Such a cross-compiler would be a broken compiler. I don't know of any
such cross-compilers, so this point is moot.

Because install isn't part of a cross-build environment, so it knows
only about the build machine, not the host machine?
