autoconf/automake/libtool cuda support

hello

I have written automake and libtool support for CUDA programming language.
Attached patches for latest stable release of libtool and automake
this is my first time diving into autotools internals, so some things may
not be written well. gcj was used as template.
implemented features are libtool integration, automake integration,
dependency tracking.
