Hmm, on looking at this closer, I only fixed config.status, which
happens towards the end of configure, but you are quoting a line that
occurs before config.status is created.

Aha, I found another instance. My first 'git grep' was for 'ac_t=', but
by looking for 'for ac_t', I found that Automake is the other culprit
that is stomping on autoconf's namespace and also polluting the ac_t
variable. Patch to automake coming up shortly...

Or not. It appears this is coming from autoconf after all (sorry for the implication); autoconf commit d30a7f66 in Dec 2009 removed another use of $ac_t, so autoconf 2.62 through 2.65 set it to install-sh, but 2.66 and onwards no longer corrupt $ac_t in the manner you described. No further patches needed.
