Automake already offers many .PHONY targets not required by the
GNU Coding Standards.  `ps', `pdf', `html', `install-exec',
`ctags', or `distcheck' to cite a few.  I don't see how that
conflicts with the GCS.  These are just Automake bonuses.

IIRC, `install-strip' was first introduced in Automake before
being added to the GCS.  Given the --datarootdir debacle, I
think it's better to do things this way.
