Most projects don't check in their .info files.  In fact, I don't know
of any that do.  However, for these projects it is still useful to
allow the source tree to be made read-only.

The gcc project recently changed things around so that .info files, by
default, are put in the build tree.  Their chosen "dist" solution is
to require a special --enable-generated-files-in-srcdir option; we
definitely should not copy this, since our technology is better here.
But the idea of putting these files in builddir still makes sense.
