I believe AM_SUBST_IGNORE would still be useful. Not all setups will
allow or want to choose the other solution, or benefit most from it.

Now I can't follow. Can you explain? Do you have an implementation of
the "other solution" that will interfere with AM_SUBST_IGNORE? Then
please show it, so we don't have to rely on speculation here.
