The first thing you should do then is get the GNU Coding Standards changed to
allow this, so that Automake can still conform to them.  They currently state
(see make-stds.texi):

| Always use a file name, not a directory name, as the second argument of
| the installation commands.  Use a separate command for each file to be
| installed.
