Unless I'm misunderstanding, then I disagree:

(i) if aclocal fails due to a user's botched macro installation they should fix it (maybe asking for help on a mailing list or forum if they get stuck); (ii) if aclocal fails because root botched some macro installation, root should fix it (maybe asking for help as above); (iii) if aclocal fails because some third party packager botched some macros, the third party should fix it - and if the offending package was installed by root, then it's roots job to chase it up or work around it.

As a general principle, if user-installed files are botched then they can fix it themselves; and if the system files are botched then the system administrator can fix it, maybe pushing to the distributor, the packager and/or upstream developer if appropriate.
