Maybe you can have something like:
@if test; then \
$(MAKE) foo-true; \
$(MAKE) foo-false; \
I'm pretty sure this is portable - but feel free to correct me if I'm wrong.
Not sure how much of this will get past automake though; that may depend on
which targets you want to conditionalize.
