Where did the last argument go?

Where are the contents created? $top_srcdir/manual or
$top_builddir/manual? You need to adapt the install-data-local rule if
you put docs in the source tree.

Yes, you probably also want
.PHONY: manual
so that `make' does not think `manual' is up-to-date already.
