oh! You are right, of course.
I was not aware that the semantics of ranges in sed is different than
in awk. Awk does what I had in mind, so one possible fix would be to
change
sed '/\/\*/,/\*\//s/^/!/'
to
awk '/\/\*/,/\*\//{sub(/^/,"!")};{print}'
