Where is $(COMPILE) documented?

When should it be used?

When you want to "compile a C source file" (quoting the manual). Maybe this works for C++ too (I haven't checked but I wouldn't be surprised).

What does it actually get set to?

To whatever command that can actually "compile a C source file" :)
