This behavior is documented at the end of
<http://www.gnu.org/software/automake/manual/html_node/General-Operation.html>
and IIRC the rationale is that one may want to have comments that should
not appear in the generated files, such as the example in the manual.
Is there a technical reason you have to use "##### ..."?
You could otherwise just insert a blank after the first hash.
