Atmel says it is, if you use the calibration (OSCCAL). I.e., if you
don't run at Vcc = 5 V, you're on your own about calibrating it.
Pessimistic people mention all kind of things that would make it not
stable enough :), I think for corner cases where you have to take into
account larger deviations of both Vcc and ambient temperature, you'd
better use a ceramic resonator at least.
