It is supposed to be pre-calibrated for 1 MHz at room temperature and
Vcc = 5 V (for most devices, anyway).  The accuracy is enough for
running an RS-232 from it, for all practical purposes, so:

unless the OP's operating conditions are different than 5 V and room
temperature, I'd still suspect another problem.
