Strange, must be something that only autoconf 2.64 complains about,
2.62 and 2.63 did work with the current configure.ac.

Try moving the AC_NO_EXECUTABLES line further down in configure.ac.
I'll see to upgrade my own version of autoconf so I can hopefully
reproduce it.
