Problem is in doc/api/Makefile.am with this block:

install-dox-man: dox-html
        $(mkinstalldirs) $(DOC_INST_DIR)/man/man3
        @list='$(wildcard man/man3/*.3)'; 
        for file in $$list ; do 
          echo " $(INSTALL_DATA) $$file $(DOC_INST_DIR)/$$file"; 
          $(INSTALL_DATA) $$file $(DOC_INST_DIR)/$$file; 
        done


The $(DOC_INST_DIR) instances need to replaced with the mandir configuration
setting.
