[avr-libc-dev] [bug #32723] Add NVM_PROD_SIGNATURES_t in Xmega header files

Follow-up Comment #1, bug #32723 (project avr-libc):

I posted the bug on behalf of Kristian Hole. Please comment on this
requirement and what it takes to fix this.

On a quick note, I think this requires changes in part description XML files
and gcc-header script.
