Slow down the AVRISP.  Make your first connection attempt with "-tuF",
so you can talk to just the AVRISP in terminal mode.  Adjust the SCK
frequency to 100 kHz (10 µs SCK period) using the command "sck 10".

Try again then.  If it still fails, it might be the breadboard
wiring, or a poor Vcc bypass.
