I think

@article{paper1,
   author = {...},
   ...
   annotate = {good paper on algorithm foo, related to \cite{paper2}}
}

@phdthesis{paper2,
  author = {...},
  ...
  annotate = {PhD giving ... }
}

Is perfectly possible. The problem is the bibstyle that makes a document out of it.

Well yes, if hyperref is included then also that should be clickable, but it would probably be more like an annotated bibliography than the example David gave.

Would you like to see

[AB79] good paper on algorithm foo related to [Sch99]
[Sch99] PhD giving ...

??? Probably not.

Google for "annotated bibliography bibtex".
