[Axiom-developer] Build-improvements - noweb required?

Building build-improvements branch fails without alredy installed
noweb.  Namely, confugure detects that noweb is absent and then
proceeds further. But the Makefile variable TANGLE is unset, which
causes build failure before building noweb (in fact, it looks that
noweb is not built at all).
