So, let me get this straight....

You've redesigned the Makefiles so they can be executed standalone.
You tried to execute your new Makefile standalone.
That failed because you use a Makefile variable called ENV 
but do not define it in the new standalone Makefile.

And this is the fault of "the old broken makefiles"?

Sigh.
