AFAICS this variable (when set to nil) enables using members of 
unions in some places where union is expected.  I suspect that it
has only effect on function signatures.  In particular, when this
variable is set to nil Axiom may choose different versions of
overloaded functions. 

Note that the change I did is a no-op: |$noSubsumption| were set
to t by xrun.boot.pamphlet.
