Hi Bob,

one of the files in the tar archive is called INSTALL.
It contains instructions how to install GNU APL.

Please note that the tar file does not contain the latest state of GNU APL.
For getting the latest version (subversion repository) please read
http://www.gnu.org/software/apl/
