Maybe you have no locale support at all installed for your system.  An
unsupported spec is worse than an empty one.

This will probably mean that Emacs will ask whenever you try saving a
file with international characters.

Well, the thanks are on my side.  People that check out the CVS
versions help us keeping the release bugs to a less embarrassing
level.
