Then it is probably that you managed to get a character into your
buffer that was _not_ Latin-1 and only became so after saving and
reloading.  Cutting and pasting from other buffers can have such an
effect.

Emacs CVS is less likely to show something like that than Emacs-21.4
(which you are using).
