It would seem that xy does something ugly at \begin{document} time to
either the \everymath hook or the \catcode of $.  In this particular
example, I have found that it helps if you add the "delayed" option
to the \usepackage[...]{preview} command, which makes its action again
win the race for the last place.  I am afraid that at the current
time, I do not have the time to investigate further for a better
solution.

Per-package oddities like that could probably only be catered for in a
sane way automatically if we added an automated way of recognizing all
packages used and loading patches particular to them.

Please report back whether you encounter more irregularities in
connection with xy.
