Yes, and that section of the manual also explains which the "versions
capable of running preview-latex" are:

|      or try getting and compiling a developer version of Emacs 22 from
|      Savannah (http://savannah.gnu.org/cvs/?group=emacs).  Compiling

|      currently happen to be available at
|      `http://www.crasseux.com/emacs/' and `http://nqmacs.sf.net/'.

|      If you don't want to use a developer version and Emacs 22 has not
|      yet been released, it is also possible to use an Emacs 21 binary

With Emacs 21.4 under Windows nothing.  You can get a recent
development version of Emacs with AUCTeX and preview-latex
preinstalled from <URL:ftp://alpha.gnu.org/gnu/auctex/>.
