Try running

\documentclass[12pt,a4paper]{article}

\begin{document}
\tableofcontents
\section[\protect\junk]{test}

\junk

\end{document}

%%% Local Variables: 
%%% mode: latex
%%% TeX-master: t
%%% End: 
three times or so, then using C-c ` to walk through the errors.

Something like that prompted this: without the change, C-c ` got
lost.  At least that's what I remember.
