I'm not sure if we can reliably detect if AUCTeX is to be installed
into a standalone Emacs tree on Windows.  There could be other
directory layouts as well.  So at least I would rather not want to
touch this.

Yes.  As the release now is out of the door this won't help people
downloading 11.84.  So I'll probably put a note onto the web site.
