[Bug-AUCTeX] configure doesn't respect --prefix switch

AucTeX's configure program doesn't place all of its files in the location
specified by the --configure switch.

I'm trying to install auctex 11.84 on a solaris machine against GNU Emacs
22.0.90.1, checked out as of 1 nov 2006.

My situation is somewhat complicated, because I don't have root access on
the system in question, *AND* I also installed GNUEmacs myself.

I've got a bunch of software, including Emacs, installed in
/scratch/cobbe/usr, and I use stow to keep that organized.

I also have some other software installed in ~/local, and again I use stow
to keep that organized.

I was *trying* to install auctex in ~/local, so I ran

    configure --prefix=/home/cobbe/local
    make
    make prefix=/home/cobbe/local/stow/auctex-11.84 install

To my surprise, I find that it installed a bunch of stuff under
/scratch/cobbe/usr, and a bunch of other stuff in the requested location.

Not cool -- now my auctex installation is scattered across the filesystem,
and parts of it appear to be intermingled with my emacs installation. As a
result, not only will it be hard to manage the auctex installation, but it
broke the manageability of the emacs installation.

Auctex's configure needs to respect the --prefix switch better than that.

Richard
