[Bug-AUCTeX] 11.87; make-local-hook in bib-cite.el generates an error using emacs 24

I had problems with using bib-cite with AUCTeX under emacs 24.  On turning on 
bib-cite with

(require 'bib-cite)
(autoload 'turn-on-bib-cite "bib-cite")
(add-hook 'LaTeX-mode-hook 'turn-on-bib-cite)

in my .emacs file under emacs 24, I get the error:

Symbol's function definition is void: make-local-hook

and auctex essentially stops working.

After searching on the net, it turns out make-local-hook is redundant, so 
commenting out  line 766 in bib-cite.el,
"(make-local-hook 'after-change-functions)"
seems fixed the problem. (I've attached the bib-cite.el file with this minor 
modification.)
