Ah, but CVS NEVER EVER deletes directories (though they will be empty
on checkout). So _everyone_ doing a checjout of the autoconf tree will
get the (empty) testsuite tree.
Most likely Derek has 'cvs update's -d switch enabled in his .cvsrc.
