2.54c can't build and install

I'm trying to build/install a recent autoconf version (2.54c)
on a machine with an older GNU/Linux installation.
Make fails with a reference to automake.
(Of course automake also does not want to build.)
I've checked requirements in README:
GNU M4 (version 1.4 or later) and Perl (5.005_03
I do fullfil them and tried to follow INSTALL.
m4 --version
GNU m4 1.4
perl --version
This is perl, version 5.005_03 built for ppc-linux
Looks like a packaging or documentation bug to me.
Had the same problems with 2.54.
