decr-f: autoconf

I developed a new package management, with the following feautures:
   o global access to all software via web (like aminet)
   o easy de-/installation

Could you pleasa add a decr-f file?

As soon as I developed the decr-f program, you can easily use the
commandline to retrieve information about packages.

      o tell other linux package developers about decr-f
      o add other projects you own
