config error in package: wmmsg

While configuring wmmsg version 1.0, I received this output:

I'm running RH9 with very minimal added packages.  

The autoconf is:
autoconf (GNU Autoconf) 2.57

uname -a returns:
Linux compaq.neteffex.home 2.4.20-8 #1 Thu Mar 13 16:42:56 EST 2003 i586
i586 i386 GNU/Linux

But I may not even run wmmsg because it doesn't seem to be swallowed by
kappdock while in a KDE environment (and very few WM appdocks are).
