documentation bug about AM_MAINTAINER_MODE?

hey good GNU folks--

I'm still trying to wrap my head around the autotools suite, so this may
very well not be a bug.  Feel free to tell me if if i'm mixed up.

In the documentation for AM_MAINTAINER_MODE [0], it states:

However, from my (limited) understanding, it seems like maintainer-mode
would *avoid* CVS-generated timestamp annoyances for these files.

So shouldn't the text read "...because they do *not* want their users
(or themselves) annoyed..."?

Or have i misunderstood the point entirely?
